Equity and Transparency in School Infrastructure Interventions

The main project objective is to ensure a transparent and need-based school infrastructure application for government competitive grands in six municipalities Roskovec, Korça, Elbasan, Dibra, Gjirokastra and Lezha  (here  after referred as six municipalities). 

The Specific Objectives include: 

• To strengthen capacities in the six municipalities towards effective and equitable school infrastructure grant applications by enhancing planning and applying capacities in municipalities in line with government requirements for competitive grand applications for school infrastructure
• To ensure that transparent, equitable and participatory processes are in place and used in developing school infrastructure grand applications
• To provide a comprehensive documentation of the project results and practices to ensure its sustainability

The planned interventions will provide technical assistance to Local Government units (LGU-s) to address these barriers and strengthen their capacities to better plan for infrastructure reconstruction or rehabilitations. The main results of this intervention will be solid plans and more capacitated local teams who respond to the needs for infrastructure improvements. Based on standards of school reconstruction (Decision Nr. 319, dated 12.4.2017 for the Approval of the standards for infrastructure of schools) and other policies in place, the intervention will bring innovation into planning transparently, efficiently and equitably.
