Gap Analysis and Roadmap to Enhance Albania’s Public Financial Management Ecosystem – AFMIS

Support to the Government of Albania in assessing gaps across the existing public financial management ecosystem and preparing a roadmap for its further modernization at both central and local government level. The assignment focuses on AFMIS, AGFIS, public investment management processes, local government PFM solutions, interoperability, business processes, data governance, and the requirements needed to support IPSAS-based accrual accounting and improved financial reporting. It also includes the preparation of functional, business, and technological requirements for AFMIS upgrade at the central level, AFMIS rollout at the local level, and AGFIS enhancement in support of public sector accounting reform.
